Russian President Vladimir Putin Signs New Foreign Policy Concept

Russian President Vladimir Putin has signed a decree on a new foreign policy concept, which he announced at a meeting of the Security Council. The concept is described by Putin as a "balanced document" that will guide Russia's practical actions in the medium and longer term.

According to the concept, Russia defines itself as a bulwark of the Russian world and an original country-civilization that maintains a global balance. Putin has repeatedly called Russia a "civilization country." The concept also highlights that Russia does not consider itself an enemy of the West and is not isolated from it.

Among the priorities of Russia's humanitarian policy are countering Russophobia, and the country intends to strengthen comprehensive mutually beneficial cooperation with Islamic civilization, as well as with China, India, and Latin American countries.

The concept also emphasizes that Russia can use its armed forces to repel and prevent an armed attack on itself and its allies, and the flagship project in the XXI century is the transformation of Eurasia into a single continental space of the world.

Furthermore, the updated document identifies the United States as the main conductor of the anti-Russian line, while threats to Russia's security from "unfriendly" countries are recognized as "existential" in the concept.

Russia's first interest in foreign policy is the protection of the constitutional order and territorial integrity, the development of a secure information space, and the preservation of the people of Russia. Among the national tasks of Russia in foreign policy are the maintenance of international peace and security, and the formation of good neighborliness with neighboring states, while strengthening positions in the world economy.

The concept of Russia's foreign policy was first approved in 1993 and has been updated several times since then. The 2016 concept included preserving and strengthening strong positions in the world community, as well as forming good-neighborly relations with neighboring states. Putin discussed updating the concept with members of the Security Council on January 28, 2022.
