French Foreign Minister Holds Talks with Azerbaijani Counterpart on Peace Treaty and Regional Stability
27 April 2023
During a joint press conference with French Foreign Minister Catherine Colonna, Azerbaijani Foreign Minister Jeyhun Bayramov welcomed the visit of the French Foreign Minister to Baku and discussed Azerbaijan's position on the peace treaty with Armenia. The talks also touched on regional stability and issues such as the establishment of checkpoints on the Azerbaijani side of the Lachin road.
Bayramov informed Colonna about Azerbaijan's position on the conclusion of a peace treaty with Armenia and its proposals for open communications and the process of reintegration of the Armenian population. He highlighted the Armenian side's inhibition of responses to Azerbaijan's proposals to conclude an agreement and open communications.
Referring to the issue of the Lachin road, Bayramov said that the Armenian side has illegally transferred weapons and military equipment, illegally developed natural resources, and transported mines from Armenia to Azerbaijan. He noted that Armenia has ignored Baku's proposal to establish checkpoints from both the Armenian and Azerbaijani sides.
Colonna emphasized the need for dialogue between Baku and Paris and invited Bayramov to pay a return visit to Paris. She expressed her sympathy for the losses and sufferings of Azerbaijan during the conflict and called for long-term peace to be established. Colonna stressed the need for Armenia and Azerbaijan to recognize each other's sovereignty and territorial integrity as the basis for a peace treaty.
However, Colonna objected to the establishment of checkpoints by Azerbaijan and urged Baku to comply with the decision of the International Court of Justice. Bayramov, in turn, accused France of lacking neutrality and not condemning Armenian aggression.
Regarding the upcoming meeting of the Foreign Ministers of Armenia and Azerbaijan in the United States, Bayramov welcomed the efforts of international mediators and stated that Azerbaijan will participate in the negotiations.
The talks between the two foreign ministers demonstrate the ongoing efforts of international actors to promote peace and stability in the region, amidst continued tensions between Azerbaijan and Armenia.
